Within a multinational initiative, a need emerged for a scalable, AI-driven solution to identify, classify, and mitigate harmful content across multilingual, multimodal media ecosystems, while ensuring ethical AI governance and real-time usability.
We led the design and development of a cloud-native AI analysis platform combining NLP-driven risk models, multilingual content processing across multiple languages, and modular detection engines for sentiment, toxicity, and narrative classification, fully integrated into a secure, multi-region architecture with embedded ethical AI controls.
The platform enabled real-time multilingual analysis at scale, strengthening detection accuracy, streamlining operations, and reducing coordination complexity, while enabling coordinated, large-scale response across distributed teams.
Anti-Corruption AI Platform for Ethical Governance
Public-sector anti-corruption efforts remain heavily constrained by manual review processes, fragmented data systems, and limited analytical capacity, making it difficult to effectively detect illicit enrichment and conflicts of interest at scale.
Within a regional anti-corruption initiative, there was a need to modernize how financial disclosures from public officials are collected, analyzed, and investigated through a secure, scalable, and intelligence-driven system.
We managed the design of AI-enabled platforms that digitize and centralize financial declarations, integrate automated risk scoring and red-flag detection, and support investigation workflows. These solutions are built as secure, cloud-based architectures aligned with strict data protection and governance requirements, enabling coordinated use across agencies and investigative teams.
The platform significantly reduced manual review effort, accelerated decision-making processes, and enabled more consistent, data-driven investigations, supporting secure collaboration across commissions and analysts while strengthening transparency and accountability across the region.
Disability Assessment Platform Based on WHO International Standards
Social protection systems in many regions remain constrained by fragmented, paper-based processes and limited data interoperability, creating barriers to equitable, efficient delivery of disability services at scale.
Within a post-Soviet regional social protection initiative, there was a need to modernize how disability assessments and benefits are administered, ensuring alignment with international standards, improved accessibility, and secure data exchange across government systems.
Our work focused on transformation and scalable execution, enterprise architecture, and data governance, enabling the development of a centralized digital platform aligned with international disability assessment standards. The solution introduced structured data models, secure data-sharing frameworks, and integrated workflows that replaced manual processes and supported cross-agency coordination.
The platform significantly improved accessibility and service delivery, reducing administrative burden, minimizing data errors, and enabling faster, more transparent, and equitable benefit processing for millions of individuals across the region.
National Digital Transformation Agenda for Governance Transparency
Many governments continue to face challenges with fragmented digital strategies, limited institutional coordination, and low public trust, often driven by insufficient alignment between policy, technology, and execution capabilities.
Within a post-Soviet country in the Caucasus, there was a need to define a comprehensive national digital transformation agenda to modernize governance, increase transparency, and strengthen citizen trust through coordinated, technology-enabled reform.
We led the development of a national digital transformation framework, defining six strategic pillars including citizen-centric governance, digital talent development, national infrastructure, cybersecurity resilience, business ecosystem growth, and cross-sector collaboration. The work focused on policy design, transformation and scalable execution, and cybersecurity-aligned strategy, engaging senior government leadership and international stakeholders to translate national priorities into structured, actionable implementation pathways aligned with global best practices.
The agenda established a clear roadmap for long-term digital maturity, improving service delivery, strengthening institutional coordination, and enabling more transparent, efficient, and citizen-centric governance at national scale.
Justice systems in many regions remain constrained by fragmented legacy systems, paper-based workflows, and limited data integration, reducing efficiency, slowing service delivery, and limiting transparency across both public-facing and internal operations.
Within a national justice sector initiative, there was a need to modernize the full spectrum of services provided by the Secretary of Justice, including citizen-facing services as well as backend operations such as correctional facility management and institutional data processing capabilities.
We led a comprehensive digital transformation effort, conducting a full assessment of existing systems, operational workflows, and data infrastructure to define current capacity and future-state needs. The work included designing a scalable digital architecture, streamlining service delivery processes, and establishing structured data governance frameworks to support secure, integrated operations across departments.
